MN DHS Property Owner Mitigation Program


The MN DHS Property Owner Mitigation Program offers up to $5,000 of mitigation funds for properties renting to Moving Home Minnesota participants, and units in properties funded by Section 811.DHS has contracted with HousingLink to administer this program.The Moving Home Minnesota project is supported by the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award with 100% funded by CMS/HHS. Who Can Make a Claim for Funds?

  • Properties renting to Moving Home Minnesota participants.

  • Units enrolled in the Section 811 program.

How does it work?

  • There is no cost for renters or rental properties.

  • When the lease ends eligible properties can file a claim for up to $5,000 above what the security deposit covers if there is unpaid rent, damage to the unit, or legal fees.

  • Properties can file a claim for up to 2 years from the start of the lease (claims can only be made when the lease is terminated, or ends).

At the end of the lease, properties can file a claim online for up to $5,000.The DHS Property Owner Mitigation Program is administered by HousingLink, a nonprofit organization that has served Minnesota for 25+ years.This means HousingLink reviews the claim submissions, answers questions from rental properties, and mails out the checks.

Are there any inspections?
No.
Can I submit a claim for an existing renter?
Yes. You can at the end of the lease as long as it is within 2 years (24 months) of when the renter first moved in.
How is this different than HousingLink's Beyond Backgrounds Financial Assurance?
Both programs are administered by HousingLink. However, the DHS Property Owner Mitigation Program is funded by a different source. Also, there is no cost to the renter for this program, and the coverage amount is $5,000. Finally, this program only serves properties that rent to Moving Home Minnesota participants, and units in rental properties that are funded by Section 811.
How is this different than a security deposit?
These funds become available to the property at the end of the lease after the security deposit is applied.
Does this program help pay unpaid rent, utilities, or other financial obligations during the lease?
No. These funds are only available after a lease ends or is terminated (within 24 months of the start of the lease).
